Abstract
Coastal areas are highly vulnerable to environmental changes caused by sea level rise, land subsidence, and tidal flooding. To reduce the impact of tidal flooding, the Government has constructed seawalls in several coastal areas, including Pluit Urban Village, Penjaringan District, North Jakarta. Although seawalls are intended to protect coastal areas from inundation, their construction may alter the surrounding physical environment and potentially affect land parcel conditions. Therefore, this study examines land parcel conditions before and after seawall construction and analyzes their relationship within the coastal area. This study employed a descriptive quantitative approach supported by spatial analysis using Geographic Information Systems (GIS). The analysis utilized Google Earth satellite imagery representing conditions before seawall construction and the 2025 Land Parcel Map (PBT) obtained from the GeoKKP system representing conditions after construction. Data were analyzed through image interpretation, spatial comparison, and evaluation of land parcel conditions. The results indicate that the Pluit coastal area was highly vulnerable to tidal flooding prior to seawall construction. The seawall established a new physical boundary between land and sea; however, no significant changes were identified in the position, shape, or area of registered land parcels. The most notable impact was observed in temporary social and economic disruptions during construction. These findings highlight the importance of continuous cadastral data maintenance and spatial information updating to support sustainable land administration in coastal areas.
