Abstract

The development of Yogyakarta International Airport (YIA) has accelerated land use changes in the surrounding area, creating the potential for inconsistencies with the Detailed Spatial Plan (RDTR). This study aims to analyze the conformity of land use in 2025 with the Yogyakarta International Airport Detailed Spatial Plan (2023–2043), predict land use changes by 2035 using the Cellular Automata– Artificial Neural Networks (CA-ANN) method, and evaluate the conformity of the predicted land use with the RDTR. The research employed a quantitative approach based on Geographic Information Systems (GIS), utilizing land use data from 2015, 2020, and 2025, the RDTR map, and land use change driving factors. The analysis consisted of an accuracy assessment, land use prediction using the MOLUSCE plugin in QGIS, and conformity analysis based on the ITBX Matrix. The results indicate that land use in the study area has undergone changes characterized primarily by the expansion of built-up areas due to the development of the airport region. The 2035 prediction suggests that land use changes will continue across several land use classes, potentially increasing inconsistencies with the spatial planning policies in certain zones. Nevertheless, the majority of the predicted land use is expected to remain consistent with the existing spatial plan. The findings are expected to serve as a reference for evaluating the implementation of the RDTR and to support decision-making in sustainable land use management and spatial planning within the Yogyakarta International Airport area.
