Abstract

Settlements along the Gajah Wong River buffer zone in Muja Muju Sub-district, Umbulharjo District, have developed densely and potentially violate the river buffer zone provisions under Yogyakarta City's RDTR (Mayor Regulation No. 118 of 2021). This study aims to identify the existing settlement land use and analyze its spatial non-conformity with the river buffer zone requirements along a 270-meter research segment. A quantitative descriptive method with GIS-based spatial analysis was used. Data were collected through ground checks at 30 sample points and high-resolution satellite imagery, then analyzed through digitization, 3-meter buffering, and overlay/intersect analysis, evaluated using the ITBX classification matrix. Results show no remaining buffer space at any observation point (building- to-river distance of 0 meters), with 88.58% of the existing road network located within the buffer zone. Under the ITBX matrix, residential buildings are Not Permitted (X) and roads are Conditionally Permitted (B) but in violation of that condition. Overall, spatial non-conformity in the research area reaches 100% against the Yogyakarta City RDTR. Keywords: Gajah Wong River; river buffer zone; spatial analysis; settlement; RDTR
