Abstract

The 7.4-magnitude earthquake on September 28, 2018, triggered liquefaction that devastated land tenure structures in Petobo Urban Village, Palu City, thereby prompting a land consolidation policy alongside the provision of Permanent Housing (Huntap) for affected residents. This study aims to examine the implementation of land consolidation and analyze the socio-economic impacts on the community following their relocation to Permanent Housing, employing a descriptive qualitative approach with purposive sampling and data gathered through interviews, observations, and documentation. The findings show that land consolidation was implemented through seven stages, from institutional formation to the release of land rights and issuance of certificates, involving cross-agency coordination and community participation. Socially, residents gained greater security and legal certainty, though they faced limited plot sizes and shifting mutual-cooperation patterns. Economically, livelihoods shifted and some households' income declined, though the certificates opened new opportunities as loan collateral. The study concludes that land consolidation succeeded in providing legal certainty and permanent housing, forming a foundation for post-disaster social recovery, although economic recovery remains gradual and requires further local government intervention.
