Abstract
Agrarian reform in Indonesia is not only aimed at restructuring land ownership (asset reform), but also at strengthening economic access (access reform) to improve community welfare. One form of access reform is business assistance for Micro, Small and Medium Enterprises (MSMEs) through capacity building, market access development, and preparation for financing access. This research aims to: (1) analyze the implementation of access reform through business assistance for coconut coir handicraft MSMEs in Sendangsari Village, Pengasih District, Kulon Progo Regency; (2) analyze the achievements of business assistance in improving business capacity, market access, and readiness for financing access; and (3) identify the constraints and follow-up needs in realizing MSME independence. This study employed a qualitative descriptive approach. Data were collected through interviews, observations, documentation and literature review. The collected data were analyzed using the stages of data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of access reform has been carried out through preparation, implementation, and evaluation stages involving the Land Office of Kulon Progo Regency, the Sendangsari Village Government related government agencies, the private sector and MSME actors. Business assistance included entrepreneurship training, business management, financial management, product marketing, business legalization, product innovatio and the provision of production equipment through the Corporate Social Responsibility (CSR) program. The program succeeded in improving the knowledge, skills and production capacity of MSME actors, as well as increasing their readiness to access financing. However, market access remains limited due to the suboptimal utilization of digital marketing, while capital constraints, raw material availability, labor shortages, and limited business networks continue to hinder business development. Therefore sustainable collaboration among government institutions, financial institutions, universities and the private sector is essential to strengthen MSME independence and ensure the sustainability of agrarian reform access reform programs.
