Abstract
The asset enforcement issue of PT Kereta Api Indonesia (Persero) Daop 7 Madiun occupied by local communities presents legal and sociological challenges. This study aims to analyze the legal validity of land occupancy, identify the causes of conflict, and formulate resolution strategies. The research uses a qualitative method with a juridical-empirical approach. Data were collected through interviews and document analysis at PT KAI Daop 7 Madiun, the Madiun City Land Office, and affected communities. Findings show a lack of legal certainty regarding the residents' status, transitioning from legitimate tenants to occupiers without title after lease expirations. The conflict is driven by inadequate human rights socialization and spatial overlapping caused by historical Grondkaart coordinate inaccuracies when plotted against modern land certificates. The study concludes that effective conflict resolution requires standardized humane enforcement SOPs, optimizing State Attorneys (JPN) as mediators, and fair compensation or relocation schemes to ensure the social function of land.
