Abstract
The Complete Systematic Land Registration (PTSL) program is a national strategic initiative aimed at accelerating land registration to ensure legal certainty regarding land rights and to establish orderly land administration. The program's implementation effectiveness is influenced by various factors, ranging from goal achievement to the availability of supporting resources. This study aims to evaluate the implementation of the PTSL program using Duncan’s Effectiveness Model and to analyze the factors influencing its effectiveness through the "5M" analysis framework at the Purbalingga Regency Land Office. This study employs a qualitative research Method with an evaluative approach. Data collection was conducted through interviews, observations, and document reviews. Informants were selected via purposive sampling and included the Head of the PTSL Adjudication Committee, the Deputy Head of the PTSL Jurisdiction Division, and PTSL Surveyors. Data analysis followed Moleong’s model, comprising stages for the initial review of all data, data reduction and abstraction, compilation of data abstractions, categorization, and the formulation of statements. Data analysis utilized triangulation combining interviews, observations, and document reviews followed by an evaluation based on Duncan’s Effectiveness Model and the 5M analysis. The research findings indicate that the implementation of the PTSL program at the Purbalingga Regency Land Office has generally been effective according to Duncan’s Effectiveness Model. Regarding the Goal Attainment dimension, the program successfully met established targets, adhered to the schedule, and provided benefits by enhancing legal certainty regarding land rights for the community. In the Integration dimension, coordination with village governments, public outreach activities, and community participation proceeded well, although coordination with the local regional government still requires improvement. Regarding the Adaptation dimension, the organization demonstrated the ability to overcome various obstacles through coordination, monitoring, evaluation, and the use of technology in executing the PTSL program. The 5M analysis results indicate that the factors of man, machine, Material, Money, and Method collectively support the effectiveness of the program's implementation, with the "man" and "Method" factors being the most dominant due to their significant influence on all dimensions of effectiveness.
