Abstract

The digital transformation in land administration includes the implementation of Electronic Land Certificates as an effort to improve the quality of land services. This study aims to analyze employee perceptions of the implementation of Electronic Land Certificates and to examine the effect of those perceptions on the effectiveness of Electronic Land Certificate implementation at the Kendari City Land Office. The study used a quantitative approach with an associative/causal design and involved 60 employees as respondents. Data were collected using a structured questionnaire with a four-point Likert scale and documentation, then analyzed using descriptive statistics, validity and reliability tests, classical assumption tests, Pearson Product Moment correlation, simple linear regression, coefficient of determination, and t-test with IBM SPSS Statistics. The results show that employee perceptions of Electronic Land Certificate implementation are in the very positive category, particularly in the dimensions of usefulness, ease of use, and security. The effectiveness of Electronic Land Certificate implementation is also assessed positively based on the indicators measured in the study. The simple linear regression analysis shows that employee perception has a positive and significant effect on the effectiveness of Electronic Land Certificate implementation, with t = 4.797 and significance = 0.000 < 0.05. The coefficient of determination (R2) is 0.284, indicating that 28.4% of the variation in effectiveness is explained by employee perception, while the remaining 71.6% is explained by other factors outside the model. The findings indicate that a more positive employee perception of the benefits, ease, and security of Electronic Land Certificates is associated with higher perceived effectiveness of their implementation.
