Abstract

The digitalization of land administration through the media conversion of land certificates is part of the transformation of land services aimed at enhancing efficiency, security, and land data quality. However, its implementation at the Merauke Regency Land Office still faces various obstacles. This study aims to identify the primary issues in the implementation of land certificate media conversion and to analyze the efforts undertaken to overcome these challenges. A qualitative method with a descriptive approach was employed. Data were gathered through interviews, observation, and documentation, and subsequently analyzed using the Miles and Huberman interactive analysis model, utilizing the 5M Management Theory as the analytical framework. The results indicate that the main problems lie within the "Man," "Materials," "Machines," and "Methods" elements: specifically, limited human resources; suboptimal management and alignment of land documents; network instability and disruptions in the KKP and SITATA systems; and a media conversion process that remains dependent on specific requests. Efforts to address these issues include the formation of a specialized team; the implementation of "Pre-Land Book," "Pre-Survey Map," and "Pre-Electronic Certificate" procedures; strengthened coordination; proactive data validation; and the optimization of information technology. The study concludes that successful media conversion requires more integrated resource and system management.
