Abstract

The Complete Systematic Land Registration Program (Pendaftaran Tanah Sistematis Lengkap/PTSL) is a strategic government program aimed at establishing simultaneous and comprehensive legal certainty over land. However, in Karangnangka Village, Bukateja Sub-district, Purbalingga Regency, a residue of Cluster 3.3 still remains, namely land parcels that already possess a Parcel Identification Number (Nomor Identifikasi Bidang/NIB) and a Land Parcel Map (Peta Bidang Tanah/PBT) resulting from measurement, but have not yet been issued a Land Title Certificate (Sertipikat Hak Atas Tanah/SHAT) due to the unavailability of a certificate quota within the current fiscal year. This study aims to analyze the causal factors, impacts, and resolution strategies for the Cluster 3.3 residue using a descriptive qualitative method within the Four Pillars of Integral Reflection framework (Ontology, Epistemology, Axiology, and Teleology). Data were obtained through interviews with the Head of the PTSL Adjudication Committee, the Village Head, community leaders, the Juridical Task Force, the Physical Task Force, and members of the community who own Cluster 3.3 land parcels. The findings indicate that the Cluster 3.3 residue is caused by normative- administrative, systemic, legal-cultural, and individual-economic factors, with impacts that affect all four dimensions accordingly. The recommended resolution strategies include advocacy for SHAT quota allocation, strengthening institutional coordination, legal culture education, and community economic empowerment.
