Abstract

Access reform is an economic empowerment program for agrarian reform beneficiaries aimed at improving welfare through the productive utilization of land. It constitutes an integral part of the agrarian reform process implemented following asset reform, particularly through the legalization of land rights. This study aims to identify the potential for community economic development and formulate an access reform scheme based on the physical and non-physical potential of the area and the existing economic profile of the community in Sidokarto Village. This study employed a survey method with a descriptive qualitative approach. The results indicate that Sidokarto Village has considerable potential to support the development of both agricultural and non-agricultural economic activities, as reflected in its strong physical potential and several supporting non-physical potentials. Nevertheless, sustainable planning and integrated development strategies are required to optimize these potentials. Accordingly, this study proposes an access reform scheme focusing on strengthening market access, access to capital, and training and mentoring. The implementation of these activities is supported by a cross-sector collaboration model involving relevant stakeholders. The proposed scheme was formulated based on the problems and needs of local business actors and is expected to contribute to increasing the income and economic welfare of business actors in both the agricultural and non-agricultural sectors.
