Abstract

In the Government's effort to realize orderly land administration, PTSL is a National Strategic Program that has been running since 2017, PTSL is expected to be a solution in Land Registration in Indonesia. PTSL targets always increase every year, so that PTSL goals can be achieved, namely land parcels throughout Indonesia are mapped and identified. The Bekasi Regency Land Office has a target of 50,000 PBT and 70,000 SHAT. The PTSL target is high and the most regular requests for land are in West Java Province and the limited human resources they have, The Bekasi Regency Land Office must carry out various innovations to complete the PTSL target that has been set. The strategy to complete the PTSL target is divided into 2: 1) Internal strategy in the form of making a work map and making NUB for RT areas, 2) External Strategy, namely Third Party Cooperation and the Active Role of Village and Community Apparatus. The results of this study indicate that: 1) Constraints and Solutions in the Implementation of Measurements, measurements using the RTK (Real Time Kinematic) method, GPS signal accuracy is low in dense places, the solution is the skills of measuring officers to use other measurement methods, 2) Constraints and Solutions File completeness, ID cards that are not linked to the Population and Civil Registry Office data, so manual input is required, 3) Constraints and Solutions to Registered Land Sector, changes in shape due to release of roads or wrong appointments so that they must be confirmed first before changes are made. Improving the quality of data in the framework of Complete Villages in Lambangjaya Village uses an internal strategy in the form of a work map and the creation of regional NUBs in the implementation of physical data collection, as well as an external strategy, namely the cooperation of third parties and the active role of the Government and Village Communities.
