Abstract

Activities to improve the quality of land data are necessary so that all areas of land can be mapped and valid in order to form a complete village. In 2020, Ponorogo District Land Office completed the K4 target of 150 fields and has declared three villages out of 26 villages as complete villages. With these targets and achievements, researcher did some evaluation of the strategy and implementation of land data quality improvement in the framework of a complete village in the Ponorogo District Land Office. The purposes of this research are 1) To describe the strategy of improving the quality of land data in order to form a Complete Village in the Ponorogo District Land Office, 2) To describe the implementation of land data quality improvement in order to realize a Complete Village in the Ponorogo District Land Office, 3) To evaluate strategy of the improvement of land data quality in order to form a Complete Village in the Ponorogo District Land Office based on man, money, machine, material, and method. In order to achieve the research purposes, researchers used mixed methods with data collection in the form of document studies and interviews. Quantitative data that be used is the data of land data quality improvement activities in the framework of a complete village conducted tabulated analysis. Qualitative data that be used is the result of interviews and document studies on strategy, implementation and evaluation activities to improve the quality of land data in the framework of a complete village in the Ponorogo District Land Office in 2020 by man, money, machine, materials and methods reviews. The results of this study are 1) Strategy of land data quality improvement activities in the framework of a complete village in the Ponorogo District Land Office involve elements of management, i.e. man, money, machine, material and method, 2) Ponorogo District Land Office implemented the strategy so that all villages are eligible to bring up the NDL which is improved so that all villages get 100 in NDL, but, only three villages are declared as complete villages namely Sumberejo Village, Mojomati Village, Suru Village, 3) Evaluation of the implementation of land data quality improvement in the framework of a complete village in the Ponorogo District Land Office among others a) the number of the officers are still not enough, b) K4 budget is not revised, c) the machines used adequately and support the activity but not maximally, (d) the type of documents are quite complete but there are some information that has not been recorded completely, also some documents are unsigned, e) the target of K4 is not well planned. Measurement and mapping are done on one village. The percentage of delineation of Selur Village, Temon Village, and Wonodadi village are >10% so those do not pass the indicator of complete village. Villages which are declared as complete villages are Sumberejo Village, Mojomati Village, and Suru Village, meanwhile 20 villages that have the possibility for declaration will be proposed if the document is ready.
