Abstract

The implementation of agrarian reform is an effort to achieve equal distribution of land tenure and use which is carried out through the provision of assets and access to eligible recipients of land. One of the forms of asset giving is land that was ex- Cultivation Right Title (CRT) as has been implemented in Langkat Regency, North Sumatra Province. This study aims to determine the implementation of agrarian reform on the former HGU land of PT. Rapala and PPN Tembakau Deli in Langkat Regency, North Sumatra Province. This study uses a qualitative method with a case study research strategy to analyze the implementation of agrarian reform on the land assets of the former HGU PT. Rapala which is a private company and HGU PPN Tembakau Deli where its assets were nationalized from a Dutch company by the Government of the Republic of Indonesia. The data used to analyze this research are the results of interviews and document studies and related literacy. The results of this study are the basis for determining the land of the former HGU PT. Rapala and PPN Tembakau Deli as object land for agrarian reform, land tenure and use prior to the implementation of agrarian reform in Langkat Regency on PT. Rapala and PPN Tembakau Deli and the mechanism for releasing assets from PT. Rapala and the state-owned company PPN Tembakau Deli.
