Abstract

Complete village mapping is the main objective of the Complete Systematic Land Registration (PTSL) activity. The complete village mapping activity will result in a village that will be submitted for a complete village declaration. One of the instruments used in mapping a complete village is administrative area boundaries. The administrative area boundaries used in the complete urban village mapping are not in accordance with the standards of Permendagri Number 45 of 2016 concerning the Determination and Affirmation of Administrative Area Boundaries. In addition to regional boundaries that are not yet up to standard, the many types of available boundaries make it necessary to take more time to adjust the boundaries. To make adjustments to the boundaries of the territory, the reference used in the adjustment of the boundaries of the area uses the boundary of the outermost land parcel. As a result of using these references, the boundaries of the area become increasingly unsuitable for use in complete village mapping. A village to obtain a complete village value, one of which must meet the provisions that the area must be equal to the total area of the land plot or enter a tolerance of 0.0005%. However, if in the area there are Rights over Rights such as HGB over HPL, the total area of the land parcel will be wider than the area, so this provision cannot be used. This is because in the provision the administrative area boundary becomes a reference in the assessment. It is necessary to re-examine the use of administrative boundaries in this provision. In addition, provisions for areas that are densely packed with areas that do not require different treatment related to their assessment so that many things that are localized can be facilitated. Adequate territorial boundaries in a complete village mapping are needed. The currently available regional boundaries are still said to be inadequate, such as geokkp boundaries, tax maps, RBI maps and data from the city government. The area boundary resulting from the direct measurement can be an option as the area boundary used in the complete village mapping.
