Abstract

The Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) made changes in land services. This change was made as a form of implementing good governance by using technology to improve public services called e-government. The Ministry of ATR/BPN as a public servant requires a change to the manual system that has been carried out in the storage and management of land sertificates. This is because the system is less effective and efficient so that it requires time and energy in its management. One of the strategic steps carried out by the Ministry of ATR/BPN is to start digitizing the land documents in PTSL. Magetan Land Office is one of the Land Offices that has carried out the digitization of land documents. This activity was first carried out in the PTSL program in 2020 with a target of reaching 30,000 fields. In 2021, the target will increase to 44,600 fields so that the right strategy is needed to accelerate the digitization of the land documents. The purpose of this study is to determine the implementation of the digitization of land documents in 2020 and analyze the factors of strengths, weaknesses, opportunities and threats in order to find out the right strategy for accelerating the digitization of land documents in 2021. This research method uses a ualitative method with a descriptive approach and is analyzed by SWOT (Strength, Weaknesses, Opportunities, Threats) to find out the strategy for accelerating the digitization of land documents. This research result indicates that: 1) The implementation of digitizing land certificates at the Magetan Regency Land Office refers to the Circular of the Secretariat General of the Ministry of ATR/BPN Number 5/SE�100.TU.02.01/VIII/2019, 2) Strategies that can be used by the Office Magetan Regency Land based on a SWOT analysis, namely maintaining the method of completing the digitization target in the previous year, maximizing assistance from community groups, increasing quality control of the digitization results, and submitting a request for the completion of the digitization of land parcels with third parties through the ATR/BPN Regional Office.
