Abstract

The inauguration of Cimrutu Village as a definitive village caused conflict because the entire administrative area of Cimrutu Village was claimed to be included in the forest area by the Public Company (Perum) Perhutani. This study aims to explain land tenure in forest areas, to find out the typology of Land Tenure, Ownership, Use, and Utilization (P4T), and to determine the level of urgency of implementing Agrarian Reform and Social Forestry (RAPS) policies in order to overcome conflicts over land tenure in forest areas by village communities. Cimrutu with Perum Perhutani. The method used in this research is a descriptive qualitative method. The analysis technique uses two strategies, namely social and spatial analysis. The social analysis used for the social mapping of the Cimrutu Village community is based on historical aspects and the social structure of the community so that the actual condition of the community can be known by conducting in-depth interviews. This historical and social data is important as supporting data in submitting an application for the Settlement of Land Tenure in a Forest Area (PPTKH). This method is also used to understand the history in chronological order of the existence of people in forest areas. Spatial analysis technique used for community lands in forest areas so that RAPS policy recommendations can be proposed. To achieve these steps, the authors process satellite images within a span of 20 years, namely satellite images in 2000 and 2020 so that the P4T can be mapped. The results of the study: the results of community social mapping using social analysis can be used as supporting data in submitting a PPTKH application, because the evidence in the field shows that the land tenure is valid; conflict resolution efforts have always failed because the option for settlement through TMKH was rejected by the Cilacap Regency government and the uncooperativeness of the Ministry of Environment and Forestry (KLHK) and Perhutani; the results of land mapping using spatial analysis are in line with social mapping, that the community has the right to live on the land and this result can be used as supporting data in submitting an application to be removed from the forest area through the PPTKH scheme; the findings confirm that the Cimrutu Village community should be a priority for the state to be removed from the forest area, because their existence existed long before their land was confirmed or claimed by Perhutani as a forest area; The implementation of the RAPS policy in Cimrutu Village is very urgent to implement Keywords: Conflict, Cimrutu Village, Forest, PPTKH, and RAPS
