Abstract

The strategy for the successful implementation of PTSL activities carried out by the Central Halmahera District Land Office is different from other Land Offices in North Maluku Province. This study aims to determine the Man, Machine, Material, Money, and Method (5M) at the Land Offices of Central Halmahera Regency and North Halmahera Regency, to compare the strategy for implementing PTSL activities in 2020 at the Land Offices of Central Halmahera Regency and North Halmahera Regency and to find out solutions to the obstacles and obstacles obtained in the implementation of PTSL activities in 2020 at the Land Offices of Central Halmahera Regency and North Halmahera Regency. This research is a qualitative descriptive study. The data of this study were obtained from observation, interviews and documentation. The data analysis technique of this research is qualitative data analysis. The results of this study indicate that the Man, Machine, Material, Money, and Method (5M) available at the Land Offices of Central Halmahera Regency and North Halmahera Regency in the implementation of PTSL in 2020 are very good and adequate. It is evident from the given PBT and SHAT targets, which can be completed by combining the elements of the 5M management. The success obtained by the Land Offices of Central Halmahera Regency and North Halmahera Regency in PTSL activities in 2020 cannot be separated from the strategies used by the two Offices. The strategy used by the Land Office of Central Halmahera Regency is to carry out careful planning, selecting Villages for regional areas that are considered easy to improve data quality, making Work Maps for all villages that become PTSL regional heads before data collection is carried out, making daily targets that must be achieved by the Task Force. Physical and Juridical Task Forces, good coordination between parties involved in PTSL activities, and also the need for the role of the Head of Office in monitoring and evaluating and providing encouragement to officers so that they are always enthusiastic in carrying out the tasks given to complete the given targets. Land Office of North Halmahera Regency, the strategy used in the implementation of PTSL activities is the selection of Villages for PTSL Regional Offices by looking at the ease of improving data quality, making Work Maps for all Villages that are PTSL Regional Offices before taking data in the field. n, division of teams, both the Physical and Juridical Task Forces by placing officers in the field as well as officers living in the office to carry out studio work, collaboration between the Physical and Juridical Task Forces during data collection and processing, and the role of the Head of the Land Office in providing motivation and encouragement to officers as well as coordinating with various parties involved in PTSL activities. The obstacles faced by the two offices are on average in technical activities in the field, namely there are still parcels of land whose boundaries and owners are not known, the solution is still being measured by delineating these land parcels, there are still people those who don't want to certify their land, the solution is still measuring and entering the PTSL K3.3 output, there are still overlapping land parcels even though they have been mapped, the solution is to check on the location and ensure that the land parcels are appropriate and do not overlap overlapping, there are still villages that do not have PBB, the solution is to coordinate with the relevant agency, namely BKAD to then issue a certificate containing the NJOP and there are still NIK that cannot be linked or read at the time of registration, the solution is to coordinate with DISDUKCAPIL to be able to carry out t verification for NIK that cannot be linked or cannot be read, then it can be linked and can be read at the time of registration.
