Abstract

As one of the instruments in controlling space utilization, incentives and disincentives have not been widely applied. This paper aims to elaborate on the opportunities and challenges of implementing incentive and disincentive policies in spatial planning. Sleman Regency is used as the research location because the spatial planning products in this region are relatively complete. Content analysis is used to reveal opportunities in existing regulations and spatial analysis methods are used to classify urban and rural zones as objects in the application of incentives and disincentives. The development change method is used to formulate tariff formulations for each zone based on the type of change in space utilization. The results of the study show that: (1) the Sleman Regency government has regulatory opportunities and technical capabilities to implement policies on incentives and disincentives for spatial use in the form of a regent's regulation; (2) the challenges faced are the need for the availability of RDTR as the main instrument as a reference; (3) identification of several forms of incentives and disincentives in the use of space; and (4) formulation of the basic formulation of the imposition of incentives and disincentives.
