Abstract
Kudus Regency chose a land consolidation mechanism to provide land for the construction of the Kudus Ring Road. This mechanism was occur from 1989 until now. However, the people of Kudus Regency still support the activity. The purpose of this study was to determine the reasons for choosing the land consolidation as the mechanism, its's further progress and obstacles that occurred from the results of the arrangement of land parcels in Jati Wetan Village. This research method is qualitative which is presented descriptively with a spatial approach. The spatial approach is intended to determine the impact of the construction of the Kudus Ring Road on changes in land use in Jati Wetan Village and its suitability to the Kudus Regency Spatial Plan. The implementation of land consolidation in Kudus Regency which aims to build the Kudus Ring Road can be said to be successful, but the construction of environmental roads has not been carried out properly. This is due to budget constraints and differences in perceptions regarding the person in charge of environmental roads between the Regional Government and the Village Government. The results of the analysis of land use changes from 2016 to 2022 can be concluded that 7 of the 8 classifications of land use were increase in area while the area which decreased was the use of other vegetation land, in number 318,667 m2. The results of overlaying land use on the RTRW show that 66% were in accordance with the RTRW, 5% aren't in accordance with the RTRW and the other 29% were not been implemented yet.
