Abstract

PTSL consists of the activities of registering unregistered land parcels and improving the quality of data on registered land parcels. Registered land parcels included in cluster 4 are registered land parcels that have not been mapped (KW 4, 5 and 6) or mapped (KW 1, 2 and 3) but are not in accordance with field conditions or there are changes in physical data. K4 data conditions that need to be considered are registered land parcels that have not been mapped on the Registration Map or spatially in the GeoKKP. In its implementation, improving the quality of this data often encounters obstacles that need to be found solutions and strategies so that activities to improve the quality of K4 data to realize a complete village run smoothly. The location of the research was carried out at the Yogyakarta City Land Office, where in 2019, the target for mapping PTSL K4 land parcels was 15,000 land parcels. This study aims to determine the characteristics of the K4 plot of land, the process of improving the data quality of the K4 plot of land (KW 4, KW 5, KW 6) to become the KW 1 or KW 2 plot of land, the obstacles experienced in the process of improving the data quality of the K4 plot of land (KW 4). , KW 5, KW 6) into KW 1 or KW 2 land parcels and the strategy for improving the quality of data on K4 land parcels (KW 4, KW 5, KW 6) into KW 1 or KW 2 land parcels in realizing a complete kelurahan at the City Land Office Yogyakarta. The research method used is descriptive method with a qualitative approach with data analysis including data reduction, data presentation and conclusion drawing. The results of this study are 1) The number of K4 land parcels in 2019 in Wirobrajan Village which has improved data quality is 127 land parcels, Patehan Village is 412 land parcels and Kota Baru Village is 89 land parcels, 2) K4 data quality improvement activities include structuring and improvement of land parcels, data inventory and classification, clarification (mapping and field checking), textual and spatial data validation (validation of land parcels on registration maps and validation of measuring documents, land books), making K4 official reports, data cleansing and data synchronization and complete kelurahan declaration, 3) Obstacles in improving data quality, including non-existent Land Books; Letter of Measurement and Drawing of Measurement does not exist; the plot of land is not depicted in the Registration Map, the name of the neighboring boundary is not written in the Measurement Letter and the measurement drawing does not have a location sketch; plots of land experience overlapping and 4) Data quality improvement strategy involves the role of Man, Money, Materials, Machines and Methods (5M).
