Abstract

The Karanganyar Regency Land Office is targeting to become a Complete Regency in 2023 through the Pendaftaran Tanah Sistematis Lengkap (PTSL). PTSL programs are increase the number of registered parcels year by year which has impacted the availability of the complete and valid land database. The land database has the important information that can be used by others for wider interests, as known as the Multipurpose Cadastre. However, the implementation of the Multipurpose Cadastre concept is still rare to be found. This research aimed to determine how the use of land database by Multiusers and the benefits for Multiusers through the implementation of the Multipurpose Cadastre concept. This study uses a qualitative method with the descriptive approach. To describe the application of the Multipurpose Cadastre concept in Karanganyar Regency, data collection using interview, observation, and documentation study. In this research, informants were divided into three categories, the Land Office informants as data providers, the institutions at the regional level informants as data users and the CV.Geodata informants as private party. The results of this research indicate that in Karanganyar Regency there is an application that use the concept of the Multipurpose Cadastre which integrated the land data and the tax data, named Gerakan Penggabungan Data Pertanahan (GERBANGDATAN) and being followed by developing the webgis of Map Information System called Sistem Informasi Peta Desa Terintegrasi (SIPEDATI). The need of land database for agencies in the Regional Government proves that the Multipurpose Cadastre can produce various benefits for the agency. In the use of the Multipurpose Cadastre concept, a technical strategy is needed which are improving the quality of land data, establishing cooperation with local governments, forming a special team, and the involvement of third parties and non-technical strategies that include community participation and commitment from the stakeholders. The researcher also modeled the application of the Multipurpose Cadastre concept in a webgis Sistem Informasi Nilai Tanah Terintegrasi (SINITASI).
