Abstract

The current policy of accelerating land registration in Indonesia is realized by implementing the Systematic Land Registration known as PTSL. One of the results of PTSL is the K3 Cluster. The current K3 cluster can be interpreted as a cluster for lands that cannot be certificated for one reason or another. The existence of K3 Cluster can be caused by various causes and rised various impacts. The purpose of this study is to determine the factors that predispose the rise of the K3 Cluster, determine the impact and the Land Office’s efforts in following up on the K3 Cluster. In order to achieve the intentions, this study used qualitative descriptive method with a phenomenological approach. This method is used to interpret, explore, or gain a deep understanding of certain aspects of a belief, attitude, or human behavior. The results of this study indicate that there are factors from the implementer side and the local community as the participants. The existence of the K3 Cluster also affected to various impacts for the local community and the Land Office’s accelerating land registration program. Some efforts was made by the Land Office to K3 Clusters are anticipatory efforts and the settlement efforts for existing K3 Clusters. This research found alternative solutions such as increasing the effectiveness of PTSL socialization, restoration of public trust by improving service quality and follow-up to the K3 Cluster to certificate by giving attention to the suitability of data with facts in the field at the time of certificating programs.
