Abstract

By 2022, Indonesia's Ease of Doing Business (EoDB) Index will rank 73 out of 40 targeted by President Joko Widodo. Achieving this target is still being pursued. One of them is in terms of ease of doing business, namely by integrating licensing services with the Online Single Submission (OSS-RBA) system. One of the basic requirements in applying for a business license is the existence of a Conformity of Space Utilization Activities (KKPR). This research aims to find out the problems and alternative solutions in solving KKPR licensing problems in Sukoharjo Regency. The method used is empirical legal research methods with a sociology of law approach. Data collection techniques are conducted through interviews, observations, and literature studies. Data analysis was conducted using qualitative methods, in accordance with the type of data collected. The results of this study indicate that the implementation of KKPR licensing in Sukoharjo Regency through the OSS-RBA system has been running in accordance with eight public service standards, namely the legal basis; requirements; system, mechanism, and procedure; completion period; cost/tariff; service product; number of implementers; and performance evaluation of implementers. For the problems encountered in the implementation of KKPR licensing in Sukoharjo District from the three core agencies (DPMPTSP, Land Office, DPUPR) involved, there are four aspects of the problem, namely regulations, service systems and procedures, human resources, and institutions/authority. Alternative solutions in solving problems in the implementation of KKPR licensing in Sukoharjo District include: providing reports to the central government regarding the obstacles faced; waiting for improvements or updates to the OSS-RBA system from the central government; validating and verifying each incoming application file in detail; facilitating applicants in creating polygon files, either directly or through third parties; to improve the ability and skills of human resources in the field of licensing implementation including in the operation of the OSS-RBA system; utilizing and maximizing existing human resources; conducting supervision, monitoring and evaluation of each related regional apparatus organization.
