Abstract
In responding to this PTSL (Land Redistribution for Social Purposes) program, the Batam City Kantah has the authority to implement the PTSL program within the Batam City area. However, the implementation of the PTSL program in Batam City is somewhat different from the standard PTSL implementation. This is because the lands in Batam City already have a status known as HAT (Right to Build), specifically HPL (Right to Cultivate).In the PTSL implementation in Batam City, the subjects holding HPL are exempted from paying the Annual Obligatory Money (UWT) and issued a Land Allocation Document (KSB) in the form of a Decree of Land Allocation (SKPT), Land Use Agreement (SPPT), and Location Determination (PL) to facilitate the granting of HPL. However, the issuance of the recommendation letter is hindered due to discrepancies in data between BP Batam and Batam City Kantah, causing delays in the PTSL implementation. The research method employed in this study is qualitative research with a descriptive approach. The use of qualitative research and a descriptive approach in this study is expected to examine and find solutions to the challenges of accelerating PTSL activities above HPL in the Batam City area. Additionally, the descriptive approach in this research is intended to narrate the obtained data and address all the issues in the intended research. During the implementation of the PTSL program in Batam City, various obstacles were encountered, both physical and juridical. Regarding physical data obstacles, a common issue is the absence of land boundary markers. Meanwhile, the juridical data obstacles found in the PTSL implementation are related to ownership data. In the PTSL implementation, factors inhibiting the issuance of recommendation letters were identified, including data discrepancies and the land status not being HPL, which affect the PTSL implementation in Batam City.
