Abstract
Sustainable development that considers the environment has become a primary focus within the SDGs. One of the goals of sustainable development in Indonesia is achieved, in part, through spatial planning, specifically through the implementation of Detailed Spatial Planning (RDTR). RDTR also brings positive direction to investments in Indonesia following the enactment of the Omnibus Law on Job Creation (UUCK). However, in its implementation, there are challenges related to the limitation of detailed-scale data (1:5,000). On the other hand, the Ministry of Agrarian and Spatial Planning/National Land Agency (Kementerian ATR/BPN) possesses geospatial information referred to as Thematic Maps of Land and Space (PTPR). This study aims to explore the strategies for utilizing Thematic Maps of Land and Space data to support the formulation of RDTR. The research methodology employed is a sequential exploratory mixed-methods approach with data simulation. Informant selection techniques are conducted through Purposive Sampling and Snowball Sampling. Data collection methods encompass interviews, observations, and document analysis. The research findings indicate that Thematic Maps of Land and Space can be utilized to support the formulation of RDTR and play a pivotal role in its development, particularly regarding land use, utilization, and ownership. Several strategies for utilizing Thematic Maps of Land and Space data to support RDTR formulation include: firstly, integrating PTPR data with land parcel boundaries, utilizing high-resolution satellite imagery data, and supplementing with environmental assessments to yield more accurate RDTR outputs that consider environmental aspects. Secondly, the utilization of PTPR supports the alignment of property rights and spatial function policies. Thirdly, participatory mapping within PTPR provides an opportunity to extract relevant information from the area, leading to the creation of higher-quality spatial plans that align with shared needs.
