Abstract

According to Article 33 paragraph 3 of the 1945 Constitution, it is explained that the Earth, Water, Space (BARA), and natural resources included therein are controlled by the state and used as much as possible for the prosperity of the people, the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency, the Government released a mass certification project, namely through the implementation of accelerated land registration through the complete systematic land program (PTSL). completion of the PTSL target is targeted at 126 million parcels of land until the beginning of 2025, in 2022 101.1 million parcels of land or equal to 80.25% nationally through PTSL. The 67.5% includes already titled or as many as 85 million parcels of land, while the purpose of this research can be expected to answer about how synergy, constraints and multi-stakeholder solutions in accelerating PTSL in Sibubut Village, Cirebon Regency. This research uses a qualitative method with a descriptive approach, for the acquisition of data sources derived from interview data, observation and document studies of the parties involved in the implementation of PTSL which amounted to 25 informants with puposive sampling techniques to then analyze the data involving pentahelix variables. The results of the research findings that there is multi-stakeholder synergy in accelerating complete systematic land registration in Sibubut Village can run well because of the role and support of various stakeholders such as the land office, local government, village government, Seko, and other stakeholders.
