Abstract

Complete Systematic Land Registration (PTSL) is one of the programs issued by the Ministry of ATR/BPN. In 2023 the achievements of land registration activities carried out by the government amount to 85 million land parcels that have been certified, 101.1 million registered parcels and 24.9 million land parcels which are targeted for registration. The large number of PTSL targets and limited human resources have resulted in the Ministry of ATR/BPN needing other parties to resolve them, so innovative efforts are needed to support the PTSL program. One of the strategic breakthroughs is community empowerment, which involves community participation. This study uses qualitative research methods using a descriptive approach. Based on the results of the study it is known that: (1) In the implementation of participation, the people of Pondokrejo Village are indicated to have a type of spontaneous participation and have a typology of interactive and independent participation; (2) The types of participation carried out in Pondokrejo Village are thought participation, labor participation, skills participation, and goods participation; (3 The obstacle to the implementation of participation is that there are different types of work in the community, while the solution to these differences in types of work is solved by means of people working in offices which will help participation activities during holidays such as Sundays and holidays.
