Abstract

Pendaftaran Tanah Kota Lengkap (PTKL) is a Complete Village/Kelurahan-based Land Registration conducted in a Regency/City where the number of registered land parcels is above 80% (eighty percent) and the land parcels which have not been registered are scattered sporadically. Denpasar City is the first city that is able to realize a "Complete City" in Indonesia both spatially and juridically. The purpose of this study was to determine the supporting factors, inhibiting factors and existing solutions in the development of the "Complete City" at the Denpasar City Land Office. This research method uses qualitative research with a descriptive approach and SWOT analysis. Progress in the construction of a "Complete City" in the City of Denpasar begins in 2019 until 2023 with the achievement target being the "Complete City" Declaration which is considered with quality and targets that meet the requirements of the Complete City value set by the SPPR Directorate General. In fulfilling the requirements of "Complete City" Internal supporting factors include good management, implementation consistency, and success in planning land management. The technical aspects include an integrated evaluation from the preparation stage to the declaration. External supporting factors are cooperation between agencies and socialization which are important for land registration. Internal inhibiting factors involve other urgent activities at the Land Office that share resources, as well as technical issues in land mapping and digitization. External inhibiting factors include problems in mapping due to unknown land subjects/objects and server problems. To overcome the inhibiting factors, it is necessary to process data stock taking and identification of the real condition of the KW 4, KW 5, KW 6 data. Inventorying and making BA of cancellation of parcels for OHS fields which overlaps also needs to be carried out. In addition, it is necessary to carry out BT/SU scan activities for electronic services. Implementation of the "Complete City" in Denpasar City can run more smoothly and successfully according to the expected goals. Keywords: quality improvement, complete city, land data
