Abstract

The National Agrarian Project (Prona) or Complete Systematic Land Registration (PTSL) policy in Indonesia, which aims to provide legal certainty to landowners. The programme is implemented by the National Land Agency to avoid ownership disputes and improve community welfare. However, the programme faces obstacles such as the selection of target villages and data quality issues. One solution is to identify land parcels to facilitate decision-making regarding village targets. There are also problems in the implementation of PTSL which focuses more on quantity than quality, including facilities and infrastructure issues, limited human resources, and cost issues. The purpose of this research is to identify and understand the different types of variants of land parcels that experience abnormality in Banyuraden Kalurahan. With the understanding gained about these variants, appropriate steps can be taken to address the problems related to land abnormality in the area, with positive consequences for the validity of land parcel map data in the Sleman District Land Office. In addition, this research also aims to improve the quality and accuracy of land parcel map data that has abnormalities in the area. With better map data, more accurate analyses can be conducted by experts, enabling more informed decision-making, and assisting in future land management planning. The results and analysis of this research are that in Banyuraden Sub-district, there are two types of land parcel anomalies, namely gaps and overlaps. In the total of 8,039 parcels identified, 613 parcels have gaps, indicating unconnected sections of land, and 739 parcels have overlaps, indicating overlapping boundaries or physical spaces. To improve the quality of parcel map data with such anomalies, steps can be taken. Firstly, identification and remapping was conducted to ensure correct boundaries of the parcels. Integration of data from various sources such as aerial imagery and satellite data is also important for better accuracy. Next, boundary refinement through field measurement and enhancement methods such as block adjustment helps in adjusting the relative accuracy between datasets. Verification and validation are conducted to ensure that the rectification results reflect the actual conditions on the ground. Keywords: Anomaly, Accuracy, Spatial Data
