Abstract

Land registration activities are activities based on Article 19 of Law Number 5 of 1960 concerning Basic Agrarian Regulations, in order to guarantee legal certainty throughout the territory of the Republic of Indonesia. Complete Systematic Land Registration (PTSL) is a form of policy made by Mr. President Joko Widodo to implement this regulation. With the existence of this PTSL program, it is hoped that a complete city will be realized. The complete city program is a complete village/kelurahan-based registration carried out in a district/city where the number of registered land parcels is above 80% and the land parcels which have not been registered are scattered sporadically. The implementation of this complete city program cannot be separated from the spatial database that supports the program. Implementation of the complete city program increased registered land parcels, but there were still uncharted land parcels. In its implementation there are strategies, as well as constraints and solutions found. The research location is in the Madiun City Land Office with a study in Klegen Village, Kartoharjo District, Madiun City, which is the most K4 village with 41 plots of land. The purpose of this study was to find out the strategies, controls and solutions implemented by the Madiun City Land Office in the process of improving the quality of K4 land parcel data in the context of accelerating the complete city. The research method used is a qualitative method with a descriptive approach. The results of this study are: first, the activity of improving the quality of land plot data at the Madiun City Land Office has a strategy by implementing 5M (Man, Machine, Money, Material, Method). Second, in the implementation of activities to improve the quality of K4 land parcel data there were obstacles found, but solutions have been found to overcome these obstacles.
