Abstract

Governance activities in Indonesia are increasing. One of the significant things is the increase in infrastructure in various regions. An example of infrastructure development to accelerate the economy and realize equitable national development is infrastructure development in the form of the Yogyakarta-Bawen toll road. In this development, relatively large land availability is needed, therefore the government as the organizer carries out land acquisition activities involving landowners. In the implementation of land acquisition activities for development for the public interest, it is common for problems to occur, especially in Sriwedari Village and Keji Village, such as problems related to file completeness, field measurement and land valuation. The purpose of the research is to find out the problems faced and the solutions provided at the implementation and handover stages of the results of land acquisition for the Yogyakarta - Bawen Toll Road in Sriwedari Village and Keji Village. The research method is a qualitative method with a descriptive approach. The data collection techniques used are interviews and document studies. The results showed that there were problems in land acquisition activities in Sriwedari and Keji Villages, namely: (a) absentee landowners and absentee land; (b) lack of inheritance files; (c) disputes over land parcels; (d) inaccurate DPPT data; (e) lost and changed land parcels; (f) absentee landowners during the appointment of parcel boundaries; and (g) differences in land values. The solutions to these problems are: (a) communication to the closest family; (b) communication to the heirs to immediately complete the inheritance data; (c) mediation; (d) involving village officials and using data from the village office during inventory and identification; (e) presenting landowners and agencies that need land in the appointment of parcels and conducting mobile measurements; (f) authorized by written power of attorney; and (g) explanation related to valuation methods and differences in land values to the entitled parties.
