Abstract

Population growth continues to increase along with the many development activities in the urban area of Kebumen. This results in an increase in land demand so that it affects the increase in land value. On the other hand, the condition of the number and extent of land parcels has not changed or is in a fixed state. This condition triggers changes in land use, changes in area functions, and changes in land values. The purpose of this study is to: (1) determine the potential for land use change in urban Kebumen in terms of the 2024-2044 Kebumen Regency RTRW document; (2) knowing changes in land values in urban Kebumen in 2019-2023 that correspond to the location with potential changes in land use; and (3) determine the relationship between potential land use change and land value change in urban Kebumen. The research method used is a mixed method with a sequential explanatory model. The approach used is a spatial and descriptive approach. The analysis used includes: (1) spatial analysis of overlapping land use data and RTRW. Followed by descriptive analysis based on interviews and field surveys; (2) spatial analysis of overlapping land value data. Followed by descriptive analysis based on interviews; and (3) visual descriptive analysis and spatial analysis to derive correlations between potential land use change and land value change. The results showed: (1) The potential for land use change covering an area of 311,90 ha with the largest dominance is in Karangsari Village covering an area of 69,29 ha (22,22%). Rice fields are the dominant type of land use with the potential to change, covering an area of 281.22 ha (90,16%). Changes in land use in urban Kebumen form a clustering pattern. Factors causing potential land use change include an increase in population, distance to the CBD, accessibility and availability of infrastructure; (2) Changes in land value in the low-class category decreased in value by IDR 38.170.000 and increased in value by IDR 11.926.000. In the medium class category, the value of IDR 22.127.000 has increased. In the highclass category, the value increased by IDR 151.027.000. Factors causing changes in land value are land value calculation and determination systems, regional development, accessibility, land use change, vulnerability to disasters, and economic growth; and (3) Between potential changes in land use and changes in land values have a positive relationship. This means that the greater the potential for change in land use, the higher the change in land value. These two things have something in common, namely being mutually influenced by accessibility aspects and having an impact on regional development.
