Abstract

The agrarian reform program, including transmigration, aims to redistribute land and legalize assets to improve the welfare of the community. Although its implementation has not yet been optimal, various policies have been undertaken, including Presidential Regulation No. 62 of 2023 for accelerating agrarian reform. This program includes asset arrangement and access reform for community empowerment, such as in Marga Cinta Village, Moramo Subdistrict, South Konawe Regency, which focuses on koi fish farming. The purpose of this study is to determine the success, problems, solutions, and impacts of the access reform activities in koi fish farming by transmigrants. This research uses qualitative methods with a descriptive approach. The results of the research show that the implementation mechanism consists of the preparation, implementation, and evaluation and reporting stages. Meanwhile, some problems in the access reform activities for koi fish farming in Marga Cinta Village include the difficulty in making policies regarding access reform activities due to insufficient budget, uncertainty in actions due to the availability of traditional breeding facilities and infrastructure, and issues related to training. The access reform activities have been successfully implemented, as evidenced by the increase in per capita income, improved communication among transmigrants, and the development of the Marga Cinta Village area.
