Abstract

To address the issue of slum settlements in Indonesia, the Ministry of Public Works and Public Housing (Kementerian PUPR) has initiated the Special Allocation Fund for Integrated Slum Settlements Alleviation (DAK TPPKT) program. One of the requirements for program implementation is that the location must be "clean and clear". This research aims to examine the success of the PTSL program in certifying land parcels within the TPPKT program locations to meet the program's criteria. The research utilizes a qualitative research method with a descriptive approach. The research findings indicate that the implementation of the PTSL program has proceeded smoothly, as it has been able to achieve the set targets and complete the tasks within the designated time frame. In the TPPKT program locations, PTSL was able to certify 74% of the land parcels within the program implementation sites. Supporting factors in PTSL implementation include inter-agency synergy, active involvement of village governments, and community participation. However, inhibiting factors such as the high number of K4 land parcels and challenges in collecting physical data for Integrated PTSL pose obstacles. The impacts of PTSL implementation on the TPPKT program include meeting program requirements and achieving program roadmap targets. Meanwhile, the impacts on the community include free certification costs, legal protection of land ownership, increased land value, and prevention of social conflicts among communities.
