Abstract

This study aims to identify and examine why customary land areas are designated as locations for land redistribution. In this study, researchers used qualitative research methods, which focused their attention or study on the uniqueness of existing phenomena, using scientific logic (Nugroho, 2020: 52). Meanwhile, a descriptive approach was used in this study to reveal empirical conditions. This research was carried out in Inoduas Village, North Manokwari District, West Papua. Based on the results of research The mechanism carried out in the land redistribution process in Designoduas, North Manokwari District, Manokwari Regency is very good starting from the planning stage to the process of measuring and assessing the results of land rights to residents as recipients of the land redistribution certificate. The problem that occurs during the land redistribution process is that everything carried out by the Manokwari Regency Land Office is welcomed by both the customary rights owners of Inoduas Village and the Head of Inoduas Village, because of the land redistribution program in their location or area, but one of the obstacles is that customary rights owners still withhold land rights certificates, Because there has been an agreement between residents and landowners that if you want to bring a certificate of land rights, you must pay first and then you can scatter the certificate from the village head to the recipient of the land redistribution certificate. The impact that occurs in the redistribution location from the aspects of environmentally friendly, social and land tenure status and ownership of environmentally friendly impacts is that there are residents who are in Inoduas Village all able to be good and familiar between neighbors, and the social life of the community in Inoduas Village, North Manokwari Regency is very good, because the solidarity attitude between residents still remains intact in the aspect of mutual assistance and others. The solution to the problems that occur in the land redistribution process is that there is an agreement between the recipient of the land redistribution certificate and the customary rights owner as the Village Head so that the certificate can be handed over first to the residents and there must also be a written agreement that is a witness at the time of handing over the certificate, there must be a law in order to be a witness that this certificate is handed over to residents but with one note must be paid Gradually installments per one month, researchers feel that if this is implemented by every village head in the land of Papua, there will be prosperity that we all hope for.
