Abstract

The construction of an integrity zone is a miniature implementation of bureaucratic reform in Indonesia. Based on PAN-RB Ministerial Regulation No. 90 of 2021, building integrity zones in work units of the Ministry of ATR/BPN is a priority for the national strategy in preventing corruption. In ATR/BPN Ministerial Regulation No. 10 of 2023 concerning the Road Map for Bureaucratic Reform 2020-2024 of the Ministry of ATR/BPN, it is stated that the targets and goals for developing Integrity Zones within the Ministry of ATR/BPN have previously been determined in Minister of ATR/BPN Regulation No. 27 of 2021 has not been achieved. The target in 2023 is that 200 work units (35%) have the WBK/WBBM predicate, however only 43 work units or 8.38% of all work units/work units within the Ministry of ATR/BPN have the WBK/WBBM predicate. One of the work units that succeeded in achieving the WBK title at the end of 2022 is the Karanganyar Regency Land Office. This research aims to determine the strategy for building an integrity zone in achieving the WBK title, as well as identifying supporting and inhibiting factors, and the impact of building an integrity zone on the quality of service to the community at the Karanganyar Regency Land Office. The method used in this research is a qualitative method with a descriptive approach. The data sources used include primary data and secondary data. Data collection techniques applied include interviews, observation and documentation. The results of research on the development of integrity zones at the Karanganyar Land Office show that the strategies used to achieve the WBK title include leadership commitment, ease of service, programs that touch the community, media management, monitoring and evaluation, determining agents of change, establishing a road map towards WBK/WBBM, and controlling gratification and illegal levies. The supporting factors for building an integrity zone include leadership commitment, internalization of building an integrity zone, teamwork, forming change agents, handling complaints, and openness to public information. Meanwhile, inhibiting factors include employee awareness, work arrears, and complaints from the public. The construction of this integrity zone has a positive impact on the quality of services to the community, such as improving complaint management, quality of performance, and the creation of land service innovation. On the other hand, the negative impact is in the form of dissatisfaction with service users due to Kantah Karanganyar's inability to always fulfill the service promises that have been offered.
