Abstract

Pendaftaran Tanah Kabupaten/Kota Lengkap (PTKL) is a Complete Village based Land Registration carried out in a Regency/City where the number of registered land parcels is above 80% and unregistered land parcels are scattered sporadically. The city of Surakarta is the fifth city capable of realizing a "complete city" in Indonesia. The aim of this research is to determine the implementation and achievements of improving the quality of land data, supporting factors, inhibiting factors and existing solutions in the development of a Complete City, as well as the characteristics of the post-Complete City sector. In this research, the method used is a qualitative method with a descriptive approach. Implementation of improving the quality of land plot data is generally divided into 3 main activities 1) Preparation and identification of land parcels; 2) Studio work; 3) Field work. The strategy to improve the quality of land parcels data in the implementation of PTKL involves the 5M strategy elements, human resources, equipment, budget, materials and procedures, where these 5 elements greatly influence the implementation of the PTKL. In its implementation, the 5M strategy is able to overcome the obstacles that arise with various solutions. Apart from that, supporting factors also make it easier to improve the quality of land parcels data. In the research as of April 4 2024, there were 3,248 land parcels out of a total of 141,507 of land parcels. This means that there are still 2.29% of KW 456 land parcels that cannot be landed. The condition of the land parcels after the declaration, after analyzing the complete sub-district requirements, resulted in only 5 sub-districts that truly met the existing criteria, including Joyotakan, Penumping, Keprabon, Kepatihan Kulon, and Gandekan. There are still 12 overlap points, and, of the 75 samples of land plots there are still 10 plots that do not match in area, 8 plots do not match in shape, and the position of the plots is completely appropriate.
