Abstract

Decree of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 1589/SK-HK.02.01/XII/2021 concerning Determination of Protected Rice Land Maps (LSD), the aim of this decision is to protect and control the conversion of rice fields. The city of Surabaya received LSD covering an area of 1,200.38 hectares. This determination was implemented poorly, giving rise to various problems. This research discusses the implementation of the policy to change the designation of Protected Rice Fields (LSD) in the City of Surabaya based on Presidential Regulation number 59 concerning Control of the Conversion of Rice Fields and other derivative regulations. This research aims to examine mechanisms based on applicable regulations, problems, solutions and the impact of these policy changes. The method used is qualitative research with a descriptive approach. The results of the research show that there are obstacles in the LSD determination mechanism which involves verification of rice fields which are often not in accordance with field conditions so that the Surabaya City government together with the Surabaya City Land Offices I and II proposed a Minutes of Agreement on Verification Results which proposed that an area of 1,143.39 hectares be excluded from LSD and 56.99 hectares of land retained as LSD. The problem that occurs is that the proposed minutes have not been followed up, so the community is looking for other solutions by requesting recommendations for land use changes in the LSD. The impacts that will occur if this change in LSD determination is implemented will certainly affect investment, infrastructure development, job creation and ecological impacts in the form of biodiversity, food security, climate change and land values.
