Abstract

Complete Systematic Land Registration (PTSL) is the initial land registration activity conducted by collecting physical and juridical data encompassing all land registration objects carried out simultaneously within the village/sub-district or equivalent area throughout the Republic of Indonesia. The PTSL policy for 2023 is regulated in the PTSL Technical Guidelines Number 3/Juknis-HK.02/III/2023. These guidelines regulate the Peta Bidang Tanah Klarifikasi (PBTK). PBTK is a map resulting from the collection of physical data containing spatial information and attributes of all land parcels, both certified and uncertified. The purpose of this study is to understand the process, problems, and solutions in creating PBTK. The method used is qualitative. Data collection is done through interviews with purposively selected informants. The problem analysis method used is the Metode Analisis Akar Masalah dan Solusi (MAAMS). Solutions to the problems are derived from each identified root cause. The study results show that there are three stages in creating PBTK. The first stage is preparation, the second is the processing of physical data, and the third is data processing and clarification. There are four issues in creating PBTK: photo maps cannot be used to identify land parcel boundaries, land parcel owners are not present during land parcel clarification, PBTK revisions, and the K4 parcels not being found. The root causes of these issues are identified, and solutions are formulated. The solutions to these problems include conducting comprehensive terrestrial measurements, having clarifications represented by community members, conducting socialization related to physical data collection and land data updates, and digitizing land data.
