Abstract

In managing and inventorying land case data, especially to support data presentation with an information system, a digital land case database is essential. Given the challenges in inventorying and monitoring the progress of land case data at the Land Office of Surabaya City I, a WebGIS-based information system is needed to assist in inventorying land case data. The objective of this research is to design and implement a WebGIS-based land case information system at Section V PPS of the Land Office of Surabaya City I and assess user satisfaction levels. The research method used is Research and Development (R&D) with a prototyping approach. Data analysis employs a mixed methods approach both qualitative and quantitative with a descriptive approach. Data collection techniques include interviews, observations, and questionnaires. Questionnaires were distributed to and processed based on the PIECES framework and Likert scale among 10 respondents, and blackbox testing was conducted on the same respondents. The research went through three stages: planning, designing the information system, and evaluating the implementation of user satisfaction. In the planning stage, user needs were identified through interviews and discussions. User requirements included the ability to display land parcels, their locations, case progress, and facilitate coordination among relevant sections regarding land case issues. In designing the information system, the process involved data preparation, system design using the Unified Modeling Language (UML), database design with MySQL, black-box testing, and data updating or maintenance. The design results indicated that the information system includes features such as searching and presenting spatial data and land parcel locations, as well as updating case file progress. Furthermore, functional testing using black-box testing showed that all menus and features of the application functioned well. Regarding the evaluation of the implementation, the information system was successfully applied with some notes, including suggestions for improvement from users regarding the designed information system. The evaluation of user satisfaction using the PIECES framework revealed that nearly all variables received satisfactory results, with only the economics variable receiving a very satisfactory rating.
