Abstract

The Complete Systematic Land Registration (PTSL) urban village Complete Land Parcel Map (PBT) is a potential solution to address urban village boundary issues. The Land Parcel Map (PBT) contains maps that provide information about land parcels, including information about land conditions, land use, and land rights. The administrative boundaries used in the urban village complete mapping refer to Permendagri Number 45 of 2016 concerning Guidelines for the Determination and Confirmation of Village Boundaries. The existence of gaps and overlaps between the available administrative boundaries requires adjustments of land parcels to an administrative boundary to achieve accuracy close to the actual boundary. In boundary adjustments, the reference used is the land parcel map boundary as a comparison in determining the urban village boundary to achieve the potential of the land parcel map as a boundary. The objective of this research is to analyze the potential utilization of the Land Parcel Map from the Complete Systematic Land Registration (PTSL) program as a support in establishing urban village boundaries. This research aims to evaluate the accuracy and suitability of the PTSL Land Parcel Map with field conditions, identify the benefits and challenges in its use, and gather perspectives from urban village officials, community leaders, and relevant department officials regarding the effectiveness of PTSL PBT as an accurate and legitimate administrative boundary-setting tool. This research employs a qualitative method with a descriptive approach. This research method is used to answer the formulated problems for deeper analysis to determine the potential of the land parcel map. The results of this research found that the Minister of Home Affairs Regulation No. 45 of 2016 serves as the basis for establishing the administrative boundaries of the villages in Sleman Regency and is guided by old village maps. In Minggir District, Sleman Regency, the administrative boundary between Sendangarum Village and Sendangrejo Village has not been established in a Regent's Regulation, so the Land Parcel Map (PBT) from the PTSL Program has the potential to support the accurate establishment of boundaries. Although the physical condition of the land is dominated by rice fields and yards and there is land overlap, there are no problems in the field. Agreements in the field have been reached through the installation of boundary markers during land registration. The PBT PTSL shows great potential as a support for establishing accurate administrative boundaries accepted by the relevant parties, despite challenges in cost and time. The quality of the spatial land data produced by PBT PTSL can help reduce conflicts and provide clarity on territorial boundaries. Keywords: Administrative Boundaries, PBT, PTSL
