Abstract
The Bangka Belitung Islands Province, particularly in Pangkalpinang City, still encounters problems related to land ownership certificates (SKT), even though SKT currently only serves as a reference in the land registration process. This study aims to explore how the community obtains SKT, the reasons for using SKT, and the problems associated with SKT. This research employs a descriptive qualitative method with a case study approach. The local government of Pangkalpinang City continues to issue and transfer SKT, making SKT still in use in Pangkalpinang City. The community uses SKT as proof of land ownership, do not have the funds to certify the land, and as collateral for bank loans. SKT leads to problems such as land parcels being measured inaccurately according to cadastral survey standards, resulting in unclear boundaries and uncontrolled distribution, which could potentially overlap. Additionally, there are no local regulations governing SKT, and land parcels are found to be inconsistent with their designated purposes.
