Abstract

Land procurement is a series of activities to provide land by means of compensation aimed at obtaining public interests. A ring road is a road that circles a city with the aim of reducing traffic flow from the city center, one of which is the construction of the East Outer Ring Road (JLLT) in the city of Surabaya. The increase in activity in the city of Surabaya has resulted in an increase in demand for transportation accessibility, so the Surabaya City Government has responded to these demands by constructing the East Outer Ring Road (JLLT). The construction of the new access road is considered to have an impact and cause changes to several things in the surrounding area, one of which is land value. Therefore, this research was conducted to determine the magnitude of the influence caused by the construction of JLLT. The area that is the subject of this research consists of 13 sub-districts from 6 sub-districts. The aim of the research is to determine the progress and problems in the implementation of land acquisition for the construction of the JLLT in Surabaya city and the solutions that can be provided. The research method used is a qualitative method with a descriptive approach. The data collection techniques used were interviews and document study. The results of the research show that there are obstacles in land acquisition activities in the city of Surabaya, namely: (1) Lack of thoroughness in progressing budget funds resulting in limited budgets from agencies, (2) Indiscipline regarding the acceleration of construction development schedules even though land acquisition is not yet 100%, (3) There are disputes Ownership of Land Rights, (4) Affected assets belonging to TNI agencies, difficulty in compensation in the form of vacant land, (5) Indiscipline regarding land acquisition clearance. The solution to this problem is (1) holding a coordination meeting with the State Asset Management Institute and Government Cooperation with Business Entities (KPBU), (2) setting a definite schedule, (3) conducting mediation and guidance to the task force (4) ) the land procurement committee wrote a letter to the TNI leadership to come up with a joint solution, (5) guidance before going to the location to the land procurement committee so that the committee knows everything that is needed and knows the sequence of locations that will be released Keyword: Land acquisition, East Outer Ring Road (JLLT), and Solutions
