Abstract
The preparation of the Detailed Spatial Plan (RDTR) in Pati District began in 2022, but as of July 2024, the Regent's Regulation on RDTR has not yet been issued. According to Government Regulation No. 21 of 2021, the preparation and establishment of RDTR should take a maximum of 12 months. This study aims to determine the completeness of requirements in the preparation and mechanisms that have been implemented in the preparation and establishment of RDTR in Pati District, identify obstacles, and formulate solutions. The research method used is descriptive qualitative. Informants in this study include the Head of Spatial Planning and Land Affairs at the Public Works and Spatial Planning Office (DPUTR), Functional Spatial Planning Officials in the Spatial Planning and Land Affairs Division, as well as Civil Servants in the Spatial Planning and Land Affairs Division and Functional Officials at the Environmental Office of Pati Regency. Data collection was done through interviews, observations, and literature studies. The results show that the requirements for preparing RDTR are complete according to ATR/KBPN Regulation Number 11 of 2021. The preparation mechanism has reached the assistance/clinic stage at the Ministry of ATR/BPN. Obstacles that emerged during the process of preparing and establishing RDTR include technical constraints in implementing the Pati District WP policy, limited data in preparing RDTR, difficulties in determining zone boundaries in the spatial pattern plan, difficulties in aligning RTRW, constraints in preparing and integrating KLHS, stakeholder involvement/participation and human resources preparing RDTR, and obstacles in the RDTR establishment process related to assistance/clinics with many corrections and scheduling issues. Possible alternative solutions to overcome these obstacles include one map policy, acceleration of acquisition techniques and addition of human resources in the field of mapping in the regions and map assistance teams at the center, forming a special work team focusing on KLHS validation. For limited budget and human resources, it is suggested to carry out budget efficiency by optimizing existing resources, collaborating with universities, and seeking alternative financing from private grants.
