To obtain appropriate data, this research uses data collection techniques in the form of interviews, observation and documentation. The results of the analysis show that the strategy implemented has not yet realized the empowerment of coffee farmers from the aspects of knowledge, attitudes, and skills, due to the lack of maximum assistance from relevant stakeholders, as well as coffee farmers who still use traditional methods from generation to generation, and have not been able to apply modern coffee farm management.
