Abstract
The Complete Systematic Land Registration Program (PTSL) in 2024 has successfully exceeded the target that has been set. From the initial plan to register 120 million plots of land, by the end of December 2024, 120.9 million plots had been recorded. This achievement represents 95.9% of the national target set until 2025, which is 126 million plots of land. Of the total, 95.3 million plots have obtained certificates, while the rest are still in the administrative completion process. "The work in the field has been completed at the survey stage. However, to complete the entire process to become a certificate, further efforts are still needed," said the Minister of ATR/Head of BPN, Nusron Wahid, at the Year-End Notes event held at the Prona Hall, Ministry of ATR/BPN, Furthermore, the Land Office has distributed part of the PTSL target to Cibungur Village, amounting to 358 plots. Therefore, the success of this program is highly dependent on the active involvement and awareness of the community regarding their rights and obligations as PTSL participants. This study uses a qualitative approach with a descriptive approach to explore the level of public awareness in carrying out their responsibilities as participants in the PTSL program. Primary data was obtained through interviews and direct observation at the research site, in order to make it easier for researchers to identify answers to the problems raised. The main objective of this study is to understand the extent of community responsibility for the implementation of the PTSL program. In addition, this study also utilizes secondary data that includes related laws and regulations, annual activity reports, and documentation in the form of photos and other supporting documents. The results of this study show that in the implementation of the PTSL program in 2024 in Cibungur Village, Sukaresmi District, Pandeglang Regency, the focus is on the response or responsibility of the community which is still low because in Cibungur Village it is the first time to participate in the PTSL program in 2024, so it is still not well understood and also from the low education factor so that there is a lack of understanding of the PTSL program. Then at the implementation stage based on the Regulation of the Minister of Agrarian Affairs / Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 and has reached the stage of announcing physical data and juridical data on land fields. The responsibility and role of the community as participants in the PTSL program include participation in counseling activities, involvement in the process of collecting physical data in the field, participation in the collection of juridical data.
