Abstract
This research examines the efforts of the Condongcatur Village Government in implementing the Governor of the Special Region of Yogyakarta's Regulation Number 24 of 2024 concerning the Utilization of Village Land (Tanah Kalurahan). The background of this study is the increasing demand for land in Sleman Regency due to rapid urbanization, which has turned land into a strategic investment asset. Land governance in the Special Region of Yogyakarta has unique characteristics, with the existence of Sultanate and Duchy lands whose utilization is specifically regulated for the greatest prosperity of the people, cultural development, and social interests. However, its implementation in Condongcatur Village faces significant challenges, from the misuse of permits to land-use conversions that conflict with the new regulation, thus necessitating an in-depth analysis of the obstacles and effective solutions. The main objective of this study is to describe and explain the implementation of DIY Governor's Regulation Number 24 of 2024 in Condongcatur Village, identify the challenges faced by the Village Government and the Sleman Regency Land and Spatial Planning Agency in optimizing the use of village land, and formulate strategic solutions to overcome these deviations and obstacles. This research is expected to provide a comprehensive overview of the efforts, constraints, and resolution strategies in village land governance to achieve fair, productive, and sustainable asset utilization. This study employs a descriptive-qualitative method to deeply understand the phenomenon and present the reality on the ground. Data was collected using three primary techniques: direct observation of land use conditions, structured interviews with key informants from the Condongcatur Village Government and the Sleman Regency Land and Spatial Planning Agency, and analysis of documents including relevant regulations, maps, and field notes. Data analysis was conducted interactively through the processes of data reduction, data display, and drawing conclusions to comprehensively outline the roles of stakeholders, the challenges they face, and the strategies for resolution. The research findings indicate that the implementation of DIY Governor's Regulation No. 24 of 2024 faces complex challenges. These include regulatory dualism arising from the transition from the previous regulation, uneven and ineffective socialization, problems with land-use conversion conflicting with new rules (especially for housing), discrepancies between historical data and actual conditions, a slow certification process, and the pressure of commercial development clashing with the mandate to preserve agricultural land. In response, the formulated solutions include intensive and participatory socialization of the regulation, optimizing land use through accountable strategic conversions, structured multi-sectoral supervision, and the formation of a special team by the Governor for mediation and conflict resolution. xii Based on these findings, it is concluded that the regulation's implementation requires strong inter-agency synergy and an adaptive approach. Several strategic steps are recommended, including enhancing socialization through digital media and technical guidelines, modernizing the supervision system with technology such as GIS and drones, improving human resource capacity through training, strengthening dispute resolution mechanisms via the active role of the Governor's Special Team, and drafting a participatory Regional Spatial Plan (RTRW) to protect conservation zones while facilitating sustainable economic development.
