Abstract
The Complete Systematic Land Registration Program (PTSL) is a government initiative that has been implemented nationally since 2017 as an effort to accelerate the legalization of community assets through land certification. The purpose of this program is to provide legal certainty for land ownership in a comprehensive, equitable, and systematic manner throughout the region. The implementation of PTSL in Gemenggeng Village is one part of the program that involves various parties, especially the community as the main object. This study uses a Qualitative research method to describe community participation in the implementation stage by involving the roles of various parties. Data collection techniques are through interviews, observations, and documentation. Based on the research results, the implementation of PTSL by the Nganjuk District Land Office was carried out smoothly due to community participation. The form of community participation is through PTSL volunteers. In carrying out community participation, it is seen from 5 indicators, namely (1) Resources: active involvement of the community and village officials is one of the important factors in the smooth implementation of the PTSL program. (2) Funding: financing of the PTSL program is borne by the government, but community participation in the form of voluntary contributions also helps support technical needs in the village. (3) Administrative activities: the community helps collect and compile documents as a basis for land legalization. (4) Coordination: coordination between the Land Office, village government, and the community greatly determines the success of the program through intensive and structured communication. (5) Program description: community understanding of the objectives and flow of the PTSL program is greatly influenced by the effectiveness of socialization from the village and PTSL volunteers. The implementation of PTSL by volunteers experienced several technical obstacles consisting of lack of complete administration due to lost land certificates (Letter C), the original owner is domiciled outside the city, and problems with land boundaries that cross the boundaries of neighboring neighbors.
