Abstract

Until mid-2023, only 35.2% of local governments in Indonesia had established LP2B, even though it is one of the indicators of achieving the second Sustainable Development Goals (SDG’s), namely zero hunger. Based on Presidential Regulation No. 59/2019 on Controlling Rice Field Conversion, local governments are mandated to integrate LSD (Protected Rice Field) maps to establish LP2B through the preparation of RDTR (Detailed Spatial Plan). The Pati District Government has established the RDTR for Batangan Sub-district in 2024. Although local governments should integrate LSD in the preparation of spatial plans, there are still unsuitability between LSD and spatial plans in various regions. Therefore, it is necessary to know the unsuitability of LSD with land-based RDTR as well as the stages, problems and efforts made to solve the problem of LSD integration in the preparation of RDTR. This research aims to find out the incompatibility of LSD with land-based RDTR and implementation of LSD integration in the preparation of RDTR. The research method used was a mixed method (quantitative and qualitative) with source triangulation for data validation. Primary data was collected using interview and secondary data was collected using documentation. Data analysis was conducted using a spatial approach using ArcMap 10.8 and a descriptive approach. The results showed that the unsuitability of LSD with the RDTR of Batangan Sub-district in Klayusiwalan Village is reflected in the number of LSD land parcels that are unsuitable with the RDTR as many as 132 parcels or 11.29% of the total 1,192 parcels while 1,037 parcels or 88.71% are suitable. LSD land parcels that are unsuitable with the RDTR are spread across Cerme and Siwalan hamlets, while LSD land parcels that are suitable with the RDTR are spread across all hamlets except Cerme. The implementation of LSD integration in the preparation of the RDTR of Batangan Sub-district does not fully comply with the stages of RDTR preparation as stipulated in Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 11 of 2021. Although Presidential Regulation Number 59 of 2019 mandates LSD to be a material for RDTR preparation, the Batangan Sub-district RDTR Compilation Team only integrated LSD in the data and information collection stage and did not integrate LSD at the data processing and analysis stage, RDTR conception preparation and RDTR stipulation after considering that the RDTR must be suitable with the RTRW and if LSD is integrated in the RDTR, it has the potential to cause legal uncertainty regarding the regulation of space utilization which has implications for the emergence of chaos and through discussions with Pati Regency Spatial Planning Forum (FPR) and Directorate General of Land and Space Control and Enforcement (Ditjen PPTR). The problems that occur in the integration of LSD in the preparation of RDTR are the determination of space patterns that are not unsuitable with the pattern of land parcel boundaries and the wrong determination of LSD. Determination of space patterns that are unsuitable with the land parcel boundary pattern can be solved by utilizing PTSL data results in the event that the land parcel map is complete, but if it is not complete, it can use the land balance sheet and Land and Space Thematic Mapping (PTPR) data. Errors in LSD determination can be solved by using land use data contained in the land parcel data attributes and the use of aerial photographs for verification, increasing the role of regional apparatus and land offices in verification, and more thorough study in the preparation of the proposed LSD map.
